Make the WiseCare "helpline" optional

Not everybody would like to have popups of people's unrelated techical problems coming up 4-5 times a day. I am all for helping others, but this should be made an OPTIONAL feature, which we can turn off -- and make it clearly obvious how to do it.

Put warning/Block on Registry Editor Cleaner

The one click erased Sys32, Used Restore point lost some important stuff that isn't replaceable, Bummer. Take the registry cleaner out of the one click and make where you have to okay it's use with proper warning about files in the all important...
